District Level Offices

Under the ministry all together 187 district level offices
working on the name of District Land Revenue Office,
District Survey Office and District Land Reform Office
in 75 districts. Some districts have more than one district
level office depending upon the work load. |
District Land Revenue Office
|
Altogether 83 district land revenue offices are working
under the Department of Land Reform and Management in
75 districts in total. The functions of these offices
are: |
To provide service to the public on registration of
new land (chhut jagga darta),
registration of deeds, samsodhan (amendments), namsari
(name transfer, lagat
katta, dakha etc), rokka/fukka.
To revise owner's information.
To execute the function related sto guthi administrations
to conduct rituals, traditions,
puja, chariots etc (where separate guthi office does
not hold).
To keep land related records up to date:
To collect land revenue as charges for services.
To
register government, public and forest land to protect
from illegal encroachment.
To collect information to determine minimum level value
for the purpose of registration
fee.
To carry out financial, auditing works.
To give directions to the survey maintenance section
to conduct surveying works.
To report to Department of Land Reform and Management
including. |

District
Land Reform Offices |
Altogether 21 Land Reform Offices are working in the
district level under the Department of Land Reform and
Management. In those districts where the Land Reform
Offices do not hold, the land reform activities are
carried out by the Land Revenue Offices of the concern
districts. The functions of Land Reform Offices are
as given below: |
To provide services to tenant
To decide the disputes between land owners and tenants.
To decide/direct the cases related to tenancy.
To
eliminate the dual ownership on land by sub-dividing
land between land owner
and tenant or by fixing the price of land.
To clear due account of compulsory saving.
To implement the regulation on land ceilings.
To help for the rehabilitation of ex-kamaiyas and resolving
problems for the squatters.
To
provide progress reports to Department of Land Reform
and Management. |

Survey Offices |
| Altogether
83 survey sections have been working in 75 districts
of the Kingdom. With a close co-ordination to district
level Land Revenue Offices the main functions that
these sections working under the cadastral survey
branch of Survey Department of MOLRM execute are stated
below: |
Kitta kat after the change of land ownership.
Revision and improvement of the maps.
Land survey and mapping for the lands left out before.
Hal sabik matching.
Maintenance of field book and plot register.
Map tracing and printing.
Field marking.
Integration of land parcels.
Preparation of parcel plan.

| Beside
this the task done by the then Survey Goswaras in
9 districts which has been disolved by cabinet decision
is now conducted by the respective districts where
the parties were before. Following functions are conducted
through those district survey offices: |
Cadastral surveying and mapping.
Preparation of regional record book.
Notifying people about the operation calendar of cadastral
survey and mapping.
Collect applications on the cases about normal error
improvement and dual ownership
claim (tero-mero).
Land registration.
Registration of the chhut jugga (the land mistakenly
not registered).
Improvement of normal errors.
Decision taking on tero-mero (the dual ownership claim)
cases.
Preparation and distribution of land ownership registration
certificate.
Collect applications on the cases originated after
the distribution of land ownership
registration certificates.
Improvements on the errors occurred while distributing
land ownership registration
certificates.
