  Department of Land Reform and Management Page Down
  Before 2057 B.S., two separate departments (Department of Land Reform and Department of Land Revenue) were functioning on the issues of Land Reform and Management. After the fifth amendment of Land Related Act in 2057 for the elimination of dual ownership in land, the Land Reform and Management was established by unifying (i.e. merging) two separated departments (Department of Land Reform and Department of Land Revenue) keeping with the objective of providing public service through one door system. Presently, 83 Land Revenue Offices and 21Land Reform Office have been working in districts level. DOLRM through its wings performs different land reform and land administration activities with regards to protection of land rights, collection of land related fees and land registration in the country. This office is popularly known as Mal Adda or Malpot office which has passed a long history in Nepalese land administration. In fact, DOLRM is the arbitrator, safe guarder for the land ownership and tenancy rights and also administrator for the land management. The only one development program running under this department is Land Revenue Records Security and Strengthening Program.
 
Objectives
To provide efficient services to the people on land administration by safe guarding land     ownership certificate and other land records.

Maintain updated land statistics for better land management.

Perform land reform programs to help increase productivity and alleviate poverty.

Help generate land revenue.
Functions
The major functions of Department of Land Reform and Management are outlined below:
Land Administration and Management

Assist the Ministry for policy formulation and legislation.

Provide policy directions and guidelines to district land revenue/reform offices for the       land administration and adjudication.

Decide/direct on cases forwarded by district offices.

Control, due clearance and collection of compulsory savings.

keep land records up to date and safe.
Planning and Monitoring

Planning, monitoring and evaluation of the activities of district office and DOLRM.

budgeting and programming.

Arrange training, seminar for the increment of personnel's skill and efficiency.

Provide progress reports to MOLRM and follow it as asked.

Co-ordinate with other concerned offices.

Arrange logistic support, arrange budget for extension and reform activities for all of the      offices under it.
Revenue Administration

Estimation of land revenue target for different district offices.

Carry out administration, financial and auditing function.
Land Reform


Ending of dual ownership on land.

Land reform activities, such as monitoring and controlling land     holding ceiling,       protection of tenancy rights, fixation of rent,     monitoring of taxes, loan and       compulsory     savings.
