Department of Land Information and Archive
Almost every aspect of life world wide are affected by the evolution of Information Communication Technology (ICT). The Land Administration and Management sector in Nepal is also not exceptional in this regard. The Department of Land Information and Archive (DoLIA) is responsible for the introduction of Information Communication Technology (ICT) Components in Land Administration and management, and for the supply of Land Information to all parties concerned.
In the past, Land records were kept in a traditional ways. In the present time too both spatial as well as attribute land related information are acquired, stored, updated, collected and retrieved manually in rudimentary fashion. Consequently, land records are not so reliable, land disputes are pretty common and land registries are overwhelmed with associated problems.
Early efforts to modernize the land information system were made in 1993 when the department of Land Revenue (Now the Department of Land Reform and Management) created a unit called the 'Central Integrated Land Information System Unit' within it. The aim was to computerize the alphanumeric data about cadastral parcels i.e. the attribute part of the administration according to the needs of Nepalese society. In 1995, in response to the need for integrating the other aspect of land information i.e. the spatial aspect into the system. The ministry of land reform and management run a project entitled "Integrated Land Information System". Finally, in 13th Nov 2000 (2057-7-28 B.S.) a full fledged department named the "Department of Land Information and Archive" was established by the cabinet decision of 10th July 2000 (2057-3-26 B.S.) with the mandate to modernize the land information system and perform related functions. The Department has targeted Its mission of introducing the information communication technology (ICT) in land administration and management in the Kingdom. The department is primarily focused in building the IT based systems to replace the manual activities gradually in Its district level offices. Its next responsibility is to keep the land records secured by adopting the proper archiving mechanism.
During 1999-2000, Nepal received technical assistance for LIS Development from (Swedish International Development Agency) SIDA. Support came at time when the Department of Land Information and Archive was to be established. SIDA initially transferred the technology and experience and later for enabling pilot projects of the District Land Information System (DLIS) in two Districts Bhaktapur and Kaski. All Records of the District Land Revenue Office have been computerized in both districts, with a new, parallel system of computer based transactions running along side manual system in Bhaktapur. In addition, for some wards of Municipality area the spatial database of cadastral map has also been created. In Chabhil, Kalanki and Dillibazar Land Revenue Office also the DLIS work is initiated. The Emphasis has been laid on training and equipment so that people could be familiar with modern information communication Technology (ICT). Similar Programs has also been made in archiving the land records maps.
Objectives

To introduce the modern information and communication, more specifically land       information/geo-information (LIS/GIS) technology, to build computer-based land       information system for automating the land administration activities in district level offices       thereby providing faster, efficient and effective land administration services to the general       public through one window system.
To contribute to the good governance, which is one of the high agendas of the government      and is the most concerned issue in civil society.
To provide comprehensive land information to the decision/policy makers for agricultural      productivity, poverty alleviation and environmental conservation.
To improve the quality and reliability of land information.
To contribute in the design and development of national spatial data infrastructure (NSD)      and participate LIS in such a national venture.
To develop gradually the central archive of the land records and cadastral maps to keep      them secured by the use of the modern technology.
